Honda CR250 ME03 from Hokkaido, non-running

Circa 1993 Honda CR250 ME03. Purchased from a resale site as supposedly serviced and running, but engine will not start. Seller has not disassembled it, so the cause is unknown. New gaskets suggest previous service work was done. Kicking produces smoke but no sign of firing after ~20 attempts. Spark plug fires but fouls quickly and smells slightly oily. Rear tire tube is damaged. Frame and bodywork have been repainted by previous owner. Seller requests this be treated as junk and offers local pickup only. Engine start-up would warrant a price increase. Local pickup required.
